change encoding before opening file and this is done in modification for

would show wrong strings for cjk filenames. therefore I make some modification 
for tm_data.cpp. Unfortunately there is no iconv on Windows, therefore I have 
to use some qt functions. It's no the best choice, maybe you would improve it.
