Russian input also works fine. I have an impression (though not 100% sure) that it also worked in svn snapshots somewhere between 1.0.7.15 and 1.0.7.16. But it does not work in the release 1.0.7.16. Could it happen that something was forgotten when forming the release tarball from svn, and this broke Russian input? If so, I hope this will not happen in 1.0.7.17 :-)
By the way, is the ISSAC talk "GNU TeXmacs: a scientific editing platform" published in the Proceedings? If so, what is the exact reference?
