  I'm writing a little tool to gather all strings that need translation, merge 
them with the current dictionary and display the results in a buffer for easy 
edition. But I'm having a problem with the file encodings for display in the 
buffer. For instance, loading a file in ISO-8859 results in characters lost. An 
easy solution would be to convert all the dictionaries in langs/natural/dic to 
utf8 and modify dictionary_rep::load (url u) to convert by default from utf8 as 
is currently done for other languages. I've tried with a couple of languages 
and it seems to work fine, but the ramifications of such a change might be 
quite big so I'd like some input. 

Any ideas?

PS: as a workaround, I could write some procedures to change the encoding of a 
buffer when it is a scheme file. I guess this would be of general use while 
working with scheme files, but it might become quite a lot more work in the end.
