Currently, TeXmacs 1.0.7.18 is in Ubuntu, Fedora and Debian. I am not
sure that the gap with upstream is huge. If you think so, we could
contact the package manager to tell him about a possible upgrade.

Imho, all is possible. But I think a) that this is highly non trivial to
makes something which works out-of-the-box for all distros, and b)
that we should not concentrate our efforts on concurrencing existing
GNU/Linux distros. We rather should develop and improve TeXmacs.
