a ppa is a volunteer addition. If there was added to the SVN an rpm spec file and a debian folder with (steal some make rules from a packager) then it would be simple for any ppa supporter to keep builds up to date, and ubuntu ppa build farm would build the ppa packages for you, just have a script upload new releases from time to time.
I've done the odd ppa release for lagging projects like evolution.
