Hola Luis,

  you probably clicked on View->Header and disabled the toolbars. To recover 
them use the shortcut super+shift+T (cmd+shift+T) under MacOS, or if this 
doesn’t work for some reason, close TeXmacs and edit your preferences file in 
~/.TeXmacs/system/preferences.scm changing the line reading
("header" "off”)
to
("header" "on”)
then save the file and start TeXmacs.
