ODF/ODT was removed as part of the "OCG" project, see https://lists.wikimedia.org/pipermail/wikitech-ambassadors/2014-September/000955.html
You can still export the wikitext of the page and print it to ODF on a wiki which uses the PediaPress plugin (mwlib). According to WikiApiary there are about 700, perhaps one of these: http://ur1.ca/ol32i
