It's not immediately clear from reading current wiki doc, what would be
the expected behavior when having (some) identical items in blacklist
and whitelist. Just a guess that blacklist would overwrite whitelist,
but this should really be made clearer in docs as I don't know of any
universal rule - just be explicit about interaction of both sets.
