Hi folks-- I exchanged e-mails with Rowan Wookey (current maintainer of SensitiveTicketsPlugin); we've agreed that i should take over the plugin.
I filed this ticket to track the transition: https://trac-hacks.org/ticket/9830 on #trac today, osimons apparently sorted me out with the proper ownership and permissions, so i think the transition is done. I have a few changes pending to make to SensitiveTicketsPlugin, and i welcome tickets filed against the plugin as suggestions for improvement. I'm hoping it will be useful for people.
