I think in 82 or so we as a NGOs association in AFK went on dharna in from of general manager office and started work to rule to project our grievances.. Immediately a recent govt order was partly published that the govt staff service can be either terminated or there will break in service. The order did not clarify exactly how the conduct rule (CCS rules ) to be interpreted.

They disrupt parliament take the country to ransom. To settle political score instigate people for all sort activities to destroy public properties. Ever time they get fat income with increased perks and post elected terms.. Not a single parliament session where its functioning is disturbed. Not a single session goes when they don't barge in to well of house , or brawl in the house.
