After heavy rainfor a few days, now most of the time rain is there in Chennai. I was out ofstation before the rain, and reached day before yesterday. I hired a prepaidtaxi. I asked him the route he might followto know about the rain affecting roads. He replied- normalroute, since it was sunshine the previous day, and no question of water inroads. He came by shortest route via Velacheri, which was more affected by theheavy rain. I found no sign of water and on my query he said- Sir, water may still be in theinterior streets, where homes are constructed in low level, and roadis raised and drainage is blocked. He came being early morning within 50minutes , distance of 35 KMs to my home near East Tambaram from Chennaicentral. When I asked myprovision stop man he said, the nearby lake was getting fully filled and miscreants cut the lake mud wall, creating flood in theroad three days ago. The wall was againrebuilt using sand bags and water got dried up in the road. When my engineerconstructed the foundation of my home , I had to climb five steps from groundto reach it. I asked him why he has raised so much, he replied, sir, road will go high on bituminising in few years. Yes- Now myground level is only 1.5 feet from theroad level. So, I felt justlike my engineer, others thought, water from road would not enter their area. Even in my village closeto me a few homes are there, where foundation is at low level, water entering compound. Not in tothe home. In the end of my municipalityarea, there is another large lake. Periodically it is cleaned and waste disposed.Water harvesting line is there, almost good. When more water is run with force,most of the wastes flow away. It is in addition to periodical cleaning. Butbushes grow again. I have seen residents / workers engaged removing bushesduring rain. Still if the lowlying areas, water can enter, if the lake becomes full. It has happened twiceafter my construction of home. Though most provideconcrete slabs over the water harvesting line, few do not make provision forrain water entering in to the harvesting line. This also creates water in the roads. The homes at lowfoundation cannot raise foundation level. The alternative is raising entrancehigh and compound walls thick and providing pipe line to water harvesting line/ensuring water harvesting line is clean, and water from roads flows to them. Fortunately the mainroads are like NH and one may doubt whether it is a NH or SH in many places especiallyin Coimbatore, Erode, Rajapalayam, etc. Municipal roads are also good thoughnot very good. To conclude, if thewater harvesting lines are well maintained the flooding in streets can beavoided to a great extent, though not fully. My municipality is named Model Madampakkam.
