If you arementioning ordinary wooden shelves purchased from market, 99% of the 
shelveshave back side back side nowadays. They are well painted/ polished so

 Yes, the ground floor height is kept something more than upper floors-notfor a 
comparison but for a possible requirement in future.

The roadlevel around your house is bound to rise after each renovation at an 
intervalof 10 to 12 years. At that time you may(may not also) require to raise 
yourfloor level to restrict the rain water entry and the entry of 
harmfulinsects,reptiles from ground /road level. How it can bedone? Only by 
laying another level of flooring or floor tiles. So now theinitial height is 
reduced. Even if reduced ,you should feel comfortable withthis height of ground 
floor. This extra ground floor height is a necessity where buildings 
areconstructed downstream side of a river embankment to restrict the 
upliftpressure during a high flood situation. I have seen such office and 
private building inprestigious Cuttack city of Odisha,where the ground floor 
level became lowerthan adjacent road level and an extensive pumping arrangement 
is done.

But for earthquakeconsideration, ground floor height should not be more than 
upper floors.
