      Just finished.  Here I would like to stress one thing. Any service or
Business or work scheduled executed, cannot be gainsaid as non-stressful.
However, the position of even a lower division clerk, in any Govt service,
where political supremacy governs the land is tough; but the toughness, do
vary according to the level. A senior officer is envied by the society, as
a powerful magnet, influencer, respected from every nook and corner;
however what they failed to understand is the senior civil servant
(includes the military services also) is always wearing that
thorn-embedded-crown, undergoing stress nearer to the heart-failure wearing
the smile on the face as if nothing happened. In non-Govt sectors,
executives think only inline of improvements; but in any Govt the senior
civil servant is grandmaster IN chess, planning several routes in thoughts,
depending on the personalities before, and their mind options running
positive but running “Helter Skelter “in the senior servant minds. Of
course, there are safer departments and offices and ministries, where such
stresses are the least but the position has no charms. So, career oriented
or not are choices given to the civil servants, especially at the senior
level. Perhaps the author had not spoken about the words used while in
service against them broadly. There is additional stress added from the
lower subordinates also, whose cooperation in fine and shorter executions
are lacking far beyond the expectations. A service of 35 to 40 years is
completed honorably only with such serpent and Ladder games. THE
AUTO-BIAGRAPHY HAD BROUGHT IT OUT SO REFINED ALL HIS ADVENTURES PROVING THE
HIGH POSITION WAS HARD EARNED FROM ALL THESE QUAGMIRES.

         One member wrote as if envy existed between IRS and IAS which is
erroneous. That difference of opinion remains unsolved till date in spite
of Mr MODI’s efforts. It is not only between IAS and IRS but between
Judiciary and IAS, IAS and C&AG and constitutional authority and
administration. Among the few it is wrt the power. But the reality sounds
different because of the Governing policies failing to distinguish the
administration and technical wings. As the secretariat is the
administrative body and the secretaries are ought to be only IAS, demanding
the top post as secretary is a good logic; however, legal and high
technical aspects involving knowledge and experience, that are to be held
by IAS is misfitting from the point of view of the rest.  Thus, the rift
will remain unending till divisions of technical and non-technical are made
under the secretariat where all secretaries may find the in roads is
defined. The CBDT Chairperson is a Special Secretary and reports to the Revenue
Secretary of India. He is placed equivalent to officers of the rank of
Lieutenant-General, Vice-Admiral or Air Marshal, CBI Director and Deputy
Comptroller and Auditor General in the Order of Precedence. Where the
equivalent secretary rank is attributed, why would one be made not equal in
that rank level? There are so many ifs and buts for doing and not doing so,
which does prolong the difference of opinion.  Protocol of the British
making the English superior is still being followed and the author may know
