The Communists were getting stronger by creating agrarian unrest in deep south tamilnadu. The then all powerful congress party was getting worried and was looking for a saviour. They unanimously decided that it would be only Rajaji who could do that and came with that request to him! But Rajaji had already retired from politics ! They said they can bring him in as Legistlative council member and elect him as their leader! Reluctantly Rajaji agreed to save the situation. Accordingly one MLC resigned and the Madras Govenor appointed Rajaji in that slot immediately, all within a weeks time! Rajaji then took over as the Chief Minister of Madras! His sharp acumen found that it is the war time decision of the departed British Govt to comtinue with rigid civil supply control that was the problem. He boldly announced to lift control on food grain trade and allowed free trade of food grains! Within a months time food grain was available in free market and people were happy and the agrarian agitation sponsored by Communists fizzled out and Govt stabilized and people were happy. Rajaji next turned his attention to primary education at village level . He found that to bring in thousands of new school buildings and teachers would take lot of time . He therefore came up with the idea that schools would work two shifts with double the number of children going to school with the same number of schools and teachers! The half day free time of children can be usefully engaged by their parents by teaching them their traditional skills while at home! Kamaraj though a very honest man , was a political competetor to Rajaji! He therefore joined hands with EVR and cleverly twisted the issue as a plan to keep the poor down with their traditional jobs, while the "rich" ( read as Brahmins!) will consolidate in the cushy Govt Jobs! The same group of congress leaders, who humbly were requesting Rajaji to take over as their floor leader and save them from the communists , believed this and decided to pass a no confidence motion on Rajaji and oust him! Rajaji learnt his lesson for believing the TN congress men and coming to save them! He voluntarily resigned from both the CM post and his MLC member ship and subsequently resigned his Congress Party membership also! Ofcourse, Kamaraj got the cake to become CM!
