All these days ( before the Trump era!) one can go to USA on visitor visa and then from USA itself he (or she) can apply for green card enclosing such important docs like birth cerificate , marriage certificate etc. If the application is accepted by the US Govt, the person can stay at USA indefinitely untill the US Govt takes a decision (either to give or deny green card) even if his visitor visa time had expired! Generally the USGovt takes many many months to decide on green card apps! The person who applied for green card can stay at USa in that period withour any worry! Ofcourse how he would arrange for his food clothing and shelter during that period , is a different question!
