[TFA] Vallisneria spiralis

For a long time I had Vallisneria spiralis in my aquariums, and these Val 
did very well. The plant has long straight leaves, but the flower stalks 
spiral upwards.
 
Is V. spiralis still available for sale? I currently have giant "jungle" 
Val that does well. However the smaller Vals (not spiralis?) available in 
Ontario stores have not been successful for me.
 
Where can I buy V. spiralis? Or is it "forbidden" flora as have been 
discussed by a group member familiar with the laws of Maine?
