I am trying to run the check.py file on Ubuntu 16.04

I recently installed the Cuda 8 toolkit, and have a Quadro 4000 graphics
card.

The error message is:

abc@T7500:~/Dropbox/PycharmProjects/RL$ THEANO_FLAGS=device=gpu,floatX=float32
python check1.py
ERROR (theano.sandbox.cuda): Failed to compile cuda_ndarray.cu: libcublas.so

available (error: cuda unavailable)

Used the cpu

Why would the gpu not be available?
