It seems you already have libgpuarray.sln so you can just build with 
"msbuild libgpuarray.sln /p:Configuration=Release" inside the Visual C++ 
201? MSBuild Command Prompt.
If libgpuarray.sln is not correct, you can generate it with cmake-gui: 
https://cmake.org/download/
