Guys, I figured out what'd happened.
My Mac is not a clean one and it is recently upgraded to macOS Sierra.
It has an old command line tools.
I did an clean uninstall of the command line tool like
/Library/Developer/4.1/uninstall-devtools -mode=all
and reinstall Xcode /Command line tools and then the issue is gone.
