When connecting via Telnet the usual port is 23. That is the same one the K3UK cluster uses. Most of the time you should not need to specify a port unless the place you are connecting to uses a non standard port.
When you see "port 4" that is simply telling you what "port" within the software you have be assigned to. This changes everytime you connect , so ignore it. Telnet://cluster.dynalias.org is all you will need. cluster.dynalias.org:23 if you want to be formal and specify a port.
