But, lawmakers in Pennsylvania have taken a very important step in stopping deceptive business practices like these. On November 29, 2006, Pennsylvania Governor Ed Rendell signed Act 164, which makes it illegal to place a fictitious listing in a telephone book that doesn't identify the location of the business, forwards calls to an area not covered by the telephone book, or for which the business location is not a county adjacent to a county covered by the book. Chris Drummond, AAF, owner of Plaza Flowers in Norristown, Pennsylvania, said of the signing of the legislation, "It's pretty exciting-it's taken us eight years." Drummond was the president of the Pennsylvania Floral Industry Association (PFIA) at the time the efforts to pass the legislation began. Under the law, a person with a grievance can petition the court to prevent a company from such illegal actions. If the company fails to stop the actions, they may be charged a fine of $500 per day until they comply. Though the issue may seem to some to be quite minor and a law prohibiting such actions unnecessary, the purpose of the law isn't to prevent competition. In fact, most florists welcome healthy competition-it keeps us on our toes and requires us to continually improve upon our products and services. However, it doesn't seem fair to our customers to have them believe their flowers are being delivered fresh from a local shop when they're really coming from out of state-a fact that can directly affect the quality of the products they and their loved ones are receiving.
