I know I already sent an
email about this, but there's even more information on Boss Hogg and the
Keystone cops in Cookeville, including home phone numbers of city
officials.
Police Chief Bob Terry was promoted from sergent to
chief after a big department scandal. There is a history of recklessness among
Cookeville police. Let's start with Wayne Bandy holding the gun to Reno Martin's
head although "he didn't mean nothin'" Not only do the Cookeville cops shoot
tourists but they shoot each other, last March one Cookerville cop shot at
another! City Manager Jim Shipley said when he transferred Bandy to
another department and fired Chief Holt for blowing the whistle. Then the city
hired Bob Terry as chief, the least educated candidate whose overtime bills to
the city were higher than anyone else's. Then there was the incident
where Terry investigated the employee who blew the whistle on Terry for using
the police pager to receive sexually suggestive messages from and married
employee, who then quit. Then there was the incident of Terry sending porno from
the police department to the DA, now-councilman Shelton and others; then there
was the Birdwell shooting of another cop.
Then there was the report last week -
one City Manager Shipley won't confirm - that Terry had an
accident with his motorcycle and was seen glassy eyed, possibly drunk. Now a
North Carolina family passing through town is abused by a police officer and
the Terry now blames the Tennessee Highway Patrol for asking the city
police for help. Terry openly favors roadblocks and speed traps to raise
money. "Frankly, we have found the numbers of arrests and citations we've
made at these checkpoints amazing," Terry is quoted
saying.
"During a Cookeville city council
meeting, the council was handed copies of email sent from Terry to Gibson and
others, depicting a close-up graphic of a cigar in a woman's vagina and the
words: "The Monica Lewinsky Humidor...there's nothing like a good smoke after an
Oval Office poke."

The city of Cookeville is also
being sued for hacking this website by the website's owners - what are
Cookeville city officials trying to hide???? On Monday, Jan. 13, 2003,
Cookeville officials will have the chance to forget the dog shooting incident as
they fight to avoid Wisconsin jurisdiction in an Internet hacking case in which
they were caught changing Putnam Pit files critical of their totalitarian
government.

Not only do all the officers that were present need to be fired, Officer Hall should be charged with cruelty to animals and the other officers and chief of police should be charged with complicity and accessory after the fact. The burden in this case is clearly on the cops to be trained to not overreact to a situation. In this case they did overreact and a life was taken. Look at mail carriers for example. They encounter actual vicious dogs and they have non-lethal methods of dealing with them. They don't shoot them because they are off-leash and growling or something.
