WASHINGTON - Saddam Hussein's favorite fiendish
henchman - "Chemical Ali" - is back in action, apparently arming his Republican
Guard units with VX and mustard-gas shells, The Post has learned.
Gen. Ali Hassan al-Majid - branded with his infamous moniker after gassing Kurds to death in the 1980s - is one of several Guard leaders believed to be prepping for war with the U.S. with the deadly chemical weapons, military sources said. U.S. military officials also reported that new intelligence information indicates that Iraqi military forces are sabotaging oil wells near Rumailah. But on a positive note, there are signs that Saddam's regime is starting to crumble.
 Intercepted radio chatter indicates "a lot of hand-wringing" among commanders in Iraqi military units, including the Republican Guard, who are wondering whether to support Saddam or surrender, a source said.
