You probably don't remember because this was actually announced WAY back in mid-2007. There will be no 2009 Doctor Who series because David Tennant has taken an extended leave to play Hamlet (with Patrick Stewart no less). However, there will be 3 - 5 specials in place of a regular season (originally reported as 3, but I've seen 5 reported in some places).
One of these will be a Christmas Special (in 2008), the others will air in 2009. These will also be the last Russell T Davies stories. When Season 5 officially starts for 2010, the showrunner will be Stephen Moffat (Blink, Girl in the Fireplace, Silence in the Library, Empty Child, and Curse of the Fatal Death). Jennifer is absolutely right about 5 episodes for Torchwood. They will introduce some new characters. It seemed like a sure thing that Freema Agyeman was going to join the cast of Torchwood, but now that isn't so sure. She's joined the cast of a "Law & Order" spin-off that takes place in England. So who knows if she'll have time for Torchwood.
