I think Christopher Pines has the right look for a young Hal Jordan. And early in his Green Lantern career, he was young.

I'm still upset that the movie they will make would be Hal and not someone more exciting like Kyle or Guy. Still Chris Pine may do a good job, however, I would think an actor who was a little older would be better suited to play Hal.
