I get what your saying, but Marvel has done a bang up job over the last forty years or so establishing that Steve Rogers IS Captain America and even when other men have assumed that mantle it was only temporary. DC on the other hand established a legacy with the Flashes. It was established that two guys could be the Flash or two to four guys could be Green Lantern. I think Cap is different. I think Captain America should be a mantle that only one man has because of what the name and shield represent.
