I've had multiple issues with AT&T's billing- overcharging, charging for services that had been discontinued (for three months running), and not issuing credits they had promised to. They didn't have the worst customer service I've dealt with, but they aren't that far off. It took them four times to acknowledge my upgrade from the EDGE iPhone to my 3G (killing my data plan for a few days each time) and never actually issued the credit for the loss of data connectivity that they offered.
