This is an interesting tactic. If the neighborhood doesn't cave in to Lucas's plans he'll build low income housing. I would say it sounds altruistic; instead it sounds like he views people who make less money than him and his peers as so vile that it is punishment to live near them.
I really didn't expect to ever see a tie-in between Lucas and the affordable housing industry. I guess Lucas is just to big to escape.
