Most of that list is pretty funny.  I will say that Giganta has a lame
origin but she has been DC's go-to giantess for a long time, AND she
made it onto Super Friends, itself no mean feat for a baddie.  Dr.
Psycho eventually became very cool and got a lot of play towards the
end of the Post-Crisis DCU as well as in the Bronze Age.  And finally,
Angle Man actually had a very neat gimmick at the start of his career,
that he "knew all the angles" and would plan very detailed heists, but
then he started using a device called the Angler.  You would think the
Angler would be an Aquaman villain.  Anyway, I have always thought
that Angle Man, if played by his original take, could be a very fun
character, a guy who other baddies would hire to plan their criminal
enterprise down to the most minute detail, sort of a mix of The
Calculator (himself a lame villain successfully revamped into the evil
version of Oracle) and Kurt Busiek's take on The Prankster (who would
play elaborate pranks to keep Superman and the MPD occupied while his
clients pulled their heist elsewhere).
