It is true that macs are typically seen as a higher quality/cost product than windows machines, it only explains half of the article's observations. I guess you could call the higher prices assigned to Explorer users as a "stupid tax"- if you still use IE even though there are advertised alternatives you'll pretty much take whatever you are offered.
