This rumor has persisted for many years. When DS9 was in development, the rumor of the "TNG spinoff" was that it would be Klingon focused with Worf as the lead. When Voyager was in development, it was brought back out again, along with a Riker/Troi Titan spinoff. And it was brought up again when Enterprise was in development. So I personally think it won't happen.
