Alright, I think I have it. Both Wizard and the new Doctor Who are drawing 
some inspiration from the same source, I think, and that is a stage 
magician.  I can see the ends of the coat whipping around while the Doctor 
and his companion are fleeing from danger, much the same way that Wizard's 
coat twirls around him while he is fighting, and both of them go back to 
the flare and flourish of a stage magician performing.
 
It helps that Mr. Capaldi has the look of a classical stage magician, 
especially in his forehead and eyebrows, and the distinguished hair.
