Friends swear by PicMonkey if you need an alternative. I stopped using Picasa back when they switched to online only and just do everything in Lightroom now.
I like Google Photos in the fact that it backs up all my photos from my regular photo files (and mobile pics) at home so I can access them anywhere and I'm frequently in my Google Drive files, so it's convenient.
