If charset_table doesn't do the job, then I'm afraid I'm running out of ideas. The guys on the Sphinx forum are going to have a better idea of the intricacies around search modes though.
And yes, changing sphinx.yml and then reindexing will update your sphinx configuration files - unless you're running with INDEX_ONLY=true.
