I don't think I'm quite understanding the situation, so forgive me if I sound a little condescending...
Are you saying you've not run a main index for over ten hours, and then run a delta index (with threshold set to 1 hour), and you don't get the changes that have happened since the main index but before the last hour? That's the expected outcome - the delta index task needs to be run at the same regularity as the threshold.
