Ah yes, replying to my own messages, what could be suaver? Problem solved.
It looks like I was running out of disk space on the partition where the index files are stored during their generation (as temp files are created and removed). There was no disk space warning generated when this happened, the indexer just silently stopped indexing further records. Disk space differences between my various machines accounts for different behavior I was seeing. Freeing up a little more space fixed the problem. I can reliably reproduce it when I eliminate the space.
