You're supposed to create it yourself.

Basically, if you don't need anything else, this should suffice:

development:
  enable_star: true
  min_prefix_len: 2
test:
  enable_star: true
  min_prefix_len: 2
production:
  enable_star: true
  min_prefix_len: 2
