Ah... just to confirm, are the settings in config/sphinx.yml nested under an environment (development, production, etc - like in config/database.yml)?
Also: I highly recommend updating TS to at least v2.1.0. 2.0.13 is almost two years old, and really, the v3.1 releases are the best place to be moving forward.
