You should not have to reboot.
When in this state perform the
command
> ipconfig /all
and tell us what you see.
While at it try >ipconfig /release
then
>ipconfig /renew
If this does not work you can try to disable the USB device from the
taskbar, unplug it, then plug it back in and let it self-re-enable.
