That's call 'panning'.  It happens on a Windows system running a 
resolution higher than the actual physical LCD supports.  There is a 
setting somewhere that controls whether that is allowed to happen or not 
(a ThinkPad setting), but the simplest way to eliminate the issue is to 
just set the Windows display resolution to the native resolution of the 
LCD (i.e. use 1280x1024 if that's what your LCD supports).  Right-click 
anywhere on an empty area of your Desktop, choose 'properties', choose 
the 'settings' tab, then slide the resolution slider to the left to 
reduce resolution.

As the the answer to your second question, that is likely related.  If 
you move your mouse 'below' the bottom of the screen it should pan that 
way too and get you down to your start bar.
