Somehow, that setting must change the BIOS too because unchecking those boxes 
in the Power Manager fixed the problem.  Now everything is back to normal 
brightness from the Power-On-Password on.

That would be a setting in the BIOS if it does it before XP loads. After XP
loads, it is in the Power Manager wizard.
