So, the hardware sees the wifi cards, but whatever reads the detected hardware 
list and populates/links from the Network Connections list doesn't see what it 
wants or it does but fails to use the data. 
 
Two off-the-wall guesses:
i).  The devices were detected, but something didn't get written correctly at 
detection/driver install, thus the next layer up didn't see records with the 
right info. Possible fix: Device Manager | remove device. Then install know 
good copies of the drivers and redetect.
ii). Windows corruption. The hardware sees the devices, but Windows does not 
write the hardware descriptions and set whatever flags are needed for Windows 
to use the hardware. Possible fix: Windows repair install. 
I'm not knowledgable about windows innards, I'm just thinking knee-bone 
thigh-bone and where might it be broken.
