They're referring to the maximum CPU speed , not what it's running at currently under given number of applications. With a 1.7 Ghz Dothan in a T42, you'll be fine.
If you pushed the machine hard enough - like opening 20 Firefox browser windows at the same time - I'm sure it would go above 599 Mhz. Not to mention that your 1.7 Ghz Pentium M roughly equals 3.0 Ghz Pentium 4...and I'm running AVG 9.0 on a A31p with 2.0 Ghz P4M CPU... For the record, I've ran AVG 9.0 on Panasonic CF-R4 which had Pentium M ULV 1.2 Ghz CPU, and it ran very well. Hope this helps.
