No, you don't need a server - it's just a matter of registration and configuration.

For example, first you register the domain with some registrar.

Next, you need to be able to update the MX records for that domain -- Google provides step-by-step instructions for use with several providers -- if yours isn't specifically listed, you can contact your provider and ask how to update your MX records (or just look at a few examples, and similar steps may apply to yours):

It seems Google also maintains a list of 3rd parties that will do it for a fee (seems to be typically less than $50) -- but (imho) it's something I'd rather do myself:

Its really great, and not much fuss to get started.
