What kind of phone (make/model)? You may want to just tether via a usb cable so win7 sees it as attached storage and you can drag/drop files.
You might also be able to use tethering software over the built-in Windows bluetooth stack. Your best bet is to go to http://www.howardforums.com/ and find your phone (in the "manufacturers" subforum) and see if this is discussed in one of the stickied threads.
