On newer install CDs, the file.ex_ files are CAB files with one file in
them. You can rename them to file.cab to open them in Windows Explorer, or
almost any 3rd-party zip program will handle them. If you want a
command-line utility, you can probably find extrac32.exe somewhere on the
computer.

In Linux, cabextract is the utility you need. I would like to note, though,
that when I went to the website for the Konica Minolta MFC we have at work,
they had Linux "drivers" which were really just both CUPS-specific and
OpenOffice-specific ppd files.
