A refurbished T60 would fit the bill. They can be had for under 300, and while the SATA speed cap and 3.5 GB RAM limit are present, neither will prevent the T60 from being a substantial upgrade from your T40. There are plenty out there with dedicated GPUs (if you need the power for something) or integrated (if you prefer better battery life and better Linux support.)
