Hello, The full (cumulative) Windows 200 Service Pack 4 can be found at:
https://www.microsoft.com/en-us/download/details.aspx?id=4127 According to the page, Windows 2000 RTM (no service pack installed) is a supported platform. After installation, Update Rollup 1 can be installed from http://support.microsoft.com/kb/891861. The actual download link for the package is about half-way-down the page. After that, a visit to Windows Update to download any remaining packages.
