Could this be simply caused because the icon is set to "Hide" or "Hide when inactive" set via "Customized Notifications".
To access "Customize Notifications", Right click the task bar, click properties, at the bottom of the following dialog you'll find "Notification area" 1) Is "Hide inactive icons "checked" 2) click customize and look through the list to see if the "Eject..." icon is either hidden when inactve. Or set to Hide.
