Very cool. The standard process for submitting stuff is pretty easy:

1) Hop on over to the Thrift Apache JIRA
http://issues.apache.org/jira/browse/THRIFT
(unfortunately it looks like the site is down at the moment, should be back 
shortly)

2) Just open up a ticket and post your change as a patch file

I managed to get Thrift (CPP) library, compiler, and the example built and
working successfully on Cygwin. Note that I only tested with CPP (although I
saw 'libthrift.jar' was built as well).

There are changes in number of places, and I have never participated in
development with apache before. Who should I contact and submit the changes
for review?
